MANILA, May 19 (PNA) — Education Secretary Jesli Lapus on Monday expressed sympathy on youth and student groups’ appeal for a moratorium on tuition fee increase but pointed out that a 10 percent increase is reasonable.
Lapus said the government `hands are actually tied’ on this issue considering that tuition fee increase is deregulated.
He also pointed out that private schools, although its operations is coupled by public interest, is still another business enterprise that was put up to earn to sustain its operations.
